"Boundary line adjustment (BLA)" means the adjustment of boundary lines between two abutting lots, tracts or parcels, which creates no additional lot, tract, parcel, or site and which results in no lot, tract, parcel, or site that contains insufficient area and dimension to meet minimum requirements for width and area, except as provided in SCC 30.41E.100(8).
