All parties filing superior court cases under Title 26 RCW are responsible for paying the surcharge at the time a case is initiated, unless the surcharge is waived specifically by the superior court, or the surcharge is ordered by the superior court to be paid in another manner. All parties using courthouse facilitator services for which fees have been established are responsible for paying these fees in advance, unless said fees are waived by the superior court or ordered to be paid in another manner.
