"TDR pilot program" refers to a program developed by the county pursuant to Motion 02-473 for the purpose of acquiring development rights from farmland in the Stillaguamish River Valley through implementation of a TDR program. The program was terminated by operation of law and such termination was reflected by the adoption of amendments to Title 30 SCC by Amended Ordinance No. 17-050.
