"Transfer of development rights" or "TDR" means, in general, the process established by chapter 30.35A SCC for transferring certified development rights from a sending site to a receiving site. "TDR" is sometimes used as an adjective to denote relation to the TDR program, as in "TDR certificates," "TDR program," "TDR receiving area," and "TDR sending area."
