"Foster home" means a social service facility, licensed by the state as a full-time foster family, which regularly provides care on a 24-hour basis to one or more, but not more than six, foster children under the age of 18 years, or to not more than three expectant mothers in the family dwelling of the persons under whose direct care and supervision the child or expectant mother is placed.
