"First-time home buyer" means:

(1) a household whose owner-occupants have not had an ownership interest in a principal residence at any time during the three-year period ending on the date of purchase of a low-income housing unit; or

(2) a person who has held an ownership interest in a principal residence at any time during the three-year period ending on the date of purchase of a low-income housing unit, and during that three-year period has been either divorced, legally separated, or widowed, or has taken up residence in a dwelling other than the principal residence in order to avoid actual or threatened domestic violence.
