If inclusion in the county’s voters’ pamphlet would create undue financial hardship for a city, town or district, the legislative authority of the city, town or district may petition the county council to waive inclusion in the voters’ pamphlet. The county council may, by motion, provide such a wavier if it does so not later than sixty days before the publication of the pamphlet and it finds that inclusion in the voters’ pamphlet would create an undue financial hardship on the city, town or district filing the petition.
