(1) Appointments of nonelected members, except for the tribal representative, shall be in accordance with RCW 43.20.200 and chapter 246-90 WAC and Snohomish County Charter sections 2.20 and 3.20. The board of health shall select up to three candidates for each seat that the executive shall consider and may nominate. The board of health shall provide the following information for each candidate forwarded to the executive:

(a) The name, biography and application materials of the candidate;

(b) Confirmation that the candidate meets the qualifications and requirements of RCW 70.05.035(1)(a); and

(c) Identification of which of the three categories set forth in RCW 70.05.035(1)(a) the candidate represents.

(2) The board of health shall coordinate with the American Indian Health Commission to receive the commission’s nominated tribal representative and information, which shall be submitted to council for approval by motion.

(3) Reappointment of members who are recommended by both the board of health and executive, or American Indian Health Commission, as the case may be, for reappointment shall be submitted by the executive to council by motion and placed on the next administrative matters agenda for approval. Where a member is not recommended by the board of health or executive for reappointment, the nomination for the reappointment of that member shall follow the same process as for initial appointments.
