"Substantial improvement" means any reconstruction, rehabilitation, addition, or other improvement of a structure , the cost of which equals or exceeds 50 percent of the structure’s market value before the "start of construction." This term applies to structures which have incurred "substantial damage," regardless of the actual repair work performed. The total value of all improvements to an individual structure undertaken after March 15, 1984, shall be used in calculating the value of the improvements pursuant to this section. If at any time the cumulative value of all improvements to the same structure exceeds the 50 percent limit, a substantial improvement exists.

This term does not include:

(1) Any project for improvement of a structure to correct previously identified existing violations of state or local health, sanitary, or safety code specifications which have been identified by the local code enforcement official and that are the minimum necessary to assure safe living conditions; or

(2) Any alteration of a historic structure, provided that the alteration will not preclude the structure’s continued designation as a historic structure.

This definition applies only to "Flood hazard" regulations in chapters 30.43C, 30.43D and 30.65 SCC.
