"Floodproofing" means any combination of structural and nonstructural additions, changes or adjustments to real property, structures, or water and sanitary facilities which reduce or eliminate risk of flood damage to the real property, structures and their contents, or water and sanitary facilities. Floodproofed structures are those that have the structural integrity and design to be impervious to floodwater below the base flood elevation.
