"Financial institutions" means businesses dealing with financial transactions, including banks, savings and loan institutions, mutual savings banks or their branches, and mortgage or finance companies or their branches. (Added by Amended Ord. 02-064, Dec. 9, 2002, Eff date Feb. 1, 2003).
