The director shall have the authority to make and issue orders, rules, requirements, permits, interpretations, decisions, or determinations as necessary in the administration and enforcement of the provisions of this title. Where this title provides that the department of public works or the parks and recreation department controls the decision or review process, the respective director shall have all such equivalent authority to administer and enforce the applicable provisions of this title.
