The purpose of this chapter is to protect the public health by providing rules establishing when connection to public sewers, within or outside urban growth areas (UGAs), is required or prohibited as a condition of development. Nothing in this chapter shall be construed to permit violation of regulations for on-site sewage disposal systems promulgated by the State Department of Health or the county health department.
