This chapter shall be interpreted in a manner consistent with the Telecommunications Act of 1996, 47 U.S.C. § 332(c)(7), and Section 6409(a) of the Middle Class Tax Relief and Job Creation Act of 2012 (also known as the Spectrum Act), 47 U.S.C. § 1455(a), and 47CFR §1.40001. Nothing in this chapter shall be construed inconsistent with other applicable federal, state, or local laws or regulations. In the event of a conflict between this chapter and any federal or state laws, the provisions of federal or state regulations shall govern. Further, this chapter shall not be interpreted to prohibit the provision of personal wireless services, or in a manner that unreasonably discriminates between or among providers of functionally equivalent personal wireless services.
