The department may approve a temporary emergency use or structure in order to avoid imminent danger to the public, or to public or private property, or to prevent imminent and serious environmental degradation. Emergency approvals shall be granted in writing and only when action must be taken immediately, or within a time too short to allow for processing of a permit.
