(1) An eligible employee may apply to participate in the VSP by submitting an application form certifying that the employee is retirement ready and seeking to voluntarily leave county employment in exchange for program benefits. The executive or his or her designee may approve the application for processing if the employee meets program criteria after considering the impact to service delivery, retention of a skilled employee or employees, cost of refilling a position or positions, short-term and long-term budget savings and the employee’s length of service with the county.

(2) All decisions to approve or deny applications of individual employees to participate in the program shall be in writing and shall report short and long-term savings impacts. Decisions to approve or deny a request are discretionary and may not be the subject of a grievance.

(3) The executive shall include, as part of the program, a clear designation of who, if anyone, is authorized to act as the executive’s designee in each department to approve or deny employee requests to participate in the program. Employees of departments headed by elected officials other than the executive are ineligible to participate in the program unless the application is approved by both the executive and the elected head of the applicable department.
