(1) The director of the department of human resources shall be the administrative head of the department, and shall be supervised by the county executive. The director shall prepare and submit to the executive annual budget estimates for the department as provided in SCC 4.26.030. The director shall appoint all officers and employees of the department in accordance with the rules of the county human resources system.

(2) The director at his/her discretion may create temporary advisory committees for the purpose of enabling employees and management to provide input and/or to participate in the development or administration of programmatic elements. The director shall have sole authority over the makeup and duration of such committees.
