The department shall have the authority to implement administrative rules, regulations, policies and procedures necessary to carry out those powers and duties prescribed by the laws of the state of Washington pursuant to chapter 70.05 RCW, presently and as hereafter amended, together with such other statutory mandates as may subsequently be enacted by the state of Washington and delegated to the department.
