A position shall become vacant upon expiration of the term. A position shall become vacant within the period of term upon the death, resignation, removal, or change of residence outside the geographic area of appointment, if any, of a member of the advisory board. Any vacancies shall be filled by appointment in the same manner as the appointment of the preceding member, and any appointee to fill a vacancy, other than for expiration of term, shall serve only for the balance of the full term of his predecessor.
