It shall be unlawful for any non-governmental person or agency to place, maintain or allow any buoy in any lake in Snohomish county which does not meet the requirement of the uniform state waterway marking system unless said buoy is approved under a current and valid aquatic lands use permit issued by the department of natural resources.
