Adoption of regulations governing the establishment, alteration, expansion, improvement, operation and maintenance of all solid waste disposal sites within the county and applying for processing, reviewing, and suspending permits therefor is within the jurisdiction of the health department. Such regulations set procedures, standards and conditions for the issuance of solid waste disposal site permits designed to assure that disposal sites and facilities are located, maintained and operated in a manner so as to properly protect the public health, prevent air and water pollution, and avoid the creation of nuisances. Such regulations are consistent with, but may be more stringent than, the minimum functional standards adopted by the Washington state department of ecology (chapter 173-301 WAC), and the guidelines for sanitary landfill design and operation adopted by the United States Environmental Protection Agency.
