Any person subjected to any unlawful practice as set forth in this resolution may file a complaint in writing with the director. The director is hereby authorized and directed to receive complaints and conduct such investigations as are deemed necessary. Whenever it is determined that there has been a violation of this chapter, the director may, at his discretion:

(1) Attempt to conciliate the matter by conference or otherwise and secure a written conciliation agreement; and/or

(2) Refer the matter to the prosecuting attorney for criminal prosecution. (Amended by Res. 79-339, Nov. 13, 1979).
