(1) The transfer of unspent funds from Fund 139 Energy/Weatherization, Fund 138 Long Term Care and Aging, Fund 121 Developmental Disabilities, Fund 120 Mental Health, Fund 122 Alcohol and Other Drugs, Fund 137 Community Services, Fund 136 Children and Youth, and Fund 112 Veteran’s Relief funds as of December 31, 2001.

(2) Additional resources for the human services programs fund shall include, but not be limited to county current expense funds, county millage, grants, donations, gifts, bequests, and collections from activities and programs that may be established for this purpose.
