The purpose of this chapter is to establish a fee schedule for housing persons convicted of violating RCW 46.61.502 or 46.61.504 in county special detention facilities, as authorized by RCW 70.48.380 and other persons housed in the county special detention facility, as authorized by RCW 70.48.210. The council finds that the fees set out in SCC 4.52A.020 are reasonably calculated to cover daily housing costs with due regard for ability to pay.
