The county executive and county council shall have the power to enter into contracts with municipalities for the enforcement of state laws, state rules and regulations and city ordinances related to gambling activities. The county council shall retain the sole authority to review and give final approval to any regulation made by the county treasurer pursuant to this chapter, prior to the adoption of such a regulation.
