Assets of the fund shall not be withdrawn for other than those purposes stated in SCC 4.39.050 unless the public works director determines that the fund has accumulated assets exceeding the fund’s long term needs, in which case the county council may authorize the transfer of those assets to the county road fund or to other county funds established for proper county road purposes.
