"Zoning" means the process by which the county legally controls the use of property and physical configuration of development upon tracts of land within its jurisdiction by establishing zones and adopting the zoning map. Zoning is an official control that implements the comprehensive plan and is enacted for the protection of the public health, safety and welfare.
