"Waters of the state" means those waters defined as "waters of the United States" in 40 CFR Subpart 122.2 within the geographic boundaries of Washington State, as well as those waters defined as "waters of the state" in RCW 90.48.020, which include lakes, rivers, ponds, streams, inland waters, underground waters, salt waters and all other surface waters and water courses within the jurisdiction of Washington.
