"Utility facilities, electromagnetic transmission and receiving facility" means facilities owned and/or operated by a utility, as defined in SCC 30.91U.110, which are primarily used to transmit or receive electromagnetic signals. This includes radio, television, and telephone facilities that transmit voice, data, text, sound, and video, but does not include personal wireless service facilities.
