"Ultralight vehicle" means a single occupant, engine powered, flying machine weighing less than 254 pounds, intended for recreational or sport use, having a maximum fuel capacity of five U.S. gallons, a maximum airspeed at full power in level flight of 55 knots, and a power-off stall airspeed of not more than 24 knots (see Federal Aviation Administration FAR Part 103.1).
