"Primary structure" means any permanent building, road, bridge or utility requiring a permit or approval which is necessary to support the primary use of a site. Primary use means the predominate use of any lot or development as determined by county zoning regulations. (Added by Amended Ord. 06-061, Aug. 1, 2007, Eff date Oct. 1, 2007).
