"Level of service" means a qualitative measure describing operational conditions within a traffic stream, and the perception thereof by road users. Level-of-service standards may be evaluated in terms such as speed and travel time, traffic volumes, freedom to maneuver, traffic interruptions, comfort, convenience, geographic accessibility, and safety. For the purposes of chapter 30.66B SCC, level-of-service will be measured only on arterial units.
