"Drainage impacts" means the adverse impacts from changes to existing water quantity, rate or quality; water storage, retention and detention capacity, or water conveyance ability caused by a development activity; and may include, but are not limited to, flooding, erosion, sedimentation, scouring, bank sloughing, groundwater discharges to aquifer recharge areas, and adverse impacts to wetlands, fish and wildlife habitat conservation areas and geologically hazardous areas.
