"Discharge" means runoff leaving new development or redevelopment via overland flow, conveyance systems or infiltration facilities. The runoff is measured in terms of hydraulic rate of flow, specifically fluid flow. Fluid flow is determined by a volume of fluid passing a point per unit of time, which is commonly expressed in cubic feet per second, cubic meters per second, gallons per minute, gallons per day, or millions of gallons per day.
