"Development in special flood hazard areas" means any man-made change to improved or unimproved real estate, including but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations, and storage of equipment or materials within the area of special flood hazard.

This definition applies only to "Flood hazard" regulations in chapters 30.43C, 30.43D, and 30.65 SCC. (Added by Amended Ord. 02-064, Dec. 9, 2002, Eff date Feb. 1, 2003; Amended by Ord. 20-076, Nov. 4, 2020, Eff date Nov. 27, 2020).
