"Development activity" means any construction, development, earth movement, clearing, or other site disturbance which either requires a permit, approval or authorization from the county or is proposed by a public agency. (Added by Amended Ord. 02-064, Dec. 9, 2002, Eff date Feb. 1, 2003).
