"Detention facility" means an open or closed drainage facility, such as a pond or tank, that temporarily stores stormwater runoff and releases it at a slower rate than it is collected by the drainage facility. The facility includes the flow control structure, the inlet and outlet pipes, and all maintenance access points. (Added by Amended Ord. 02-064, Dec. 9, 2002, Eff date Feb. 1, 2003).
