"Day care" means any type of group day care programs licensed by the state of Washington for the care of children during part of a 24-hour day, including nurseries for children of working parents, nursery schools for children under minimum age for education in public schools, and programs covering after school care for school children. The definition shall also include programs providing similar services in a group setting during normal working hours to adults, including senior citizens and the disabled.
