If the department lacks the necessary expertise, the department may require independent consultant review of the application by a qualified professional to assess compliance with this chapter. If independent consultant review is required, the applicant shall make a deposit with the department to cover the cost of the review pursuant to the requirements of chapter 30.86 SCC.
