(1) The building official shall examine or cause to be examined applications for permits and amendments thereto within a reasonable time after filing. If the application or the construction documents do not conform to the requirements of applicable laws, the building official shall reject such application in writing, stating the reasons therefor. If the building official is satisfied that the proposed work conforms to the requirements of the construction codes and all other applicable laws and ordinances, the building official shall issue a permit as soon as practicable.

(2) Where a building permit application has been made for construction, other than for maintenance, repairs, and minor alterations, on a parcel of land not served by a public sanitary sewer system, a building permit shall not be issued without prior approval from the county health department of an approved means of waste disposal.

(3) In order to determine that the plans, specifications, and other data filed for review conform to the requirements of this and other applicable laws and ordinances, the building official may require an inspection and evaluation of the site of any proposed construction.
