To minimize visual impacts associated with the proliferation of personal wireless service facilities, collocation of personal wireless service facilities on existing or new base stations or towers is encouraged as follows:

(1) Providers are encouraged to collocate onto existing base stations or towers. If such collocation is accomplished in a manner consistent with the performance standards contained in this chapter, and the original personal wireless service facility permit provides adequate space for collocation equipment, then such collocations are permitted and new or additional conditional use permit review approval is not required, except that any other permit, license, lease, or franchise requirements must be satisfied. This provision shall apply to pre-existing base stations or towers with an approved conditional use permit.

(2) The county will not consider an application complete to construct new facilities unless the applicant has shown that it has made a diligent effort to mount the facilities on an existing base station or tower that is within a one-mile radius of the chosen site, unless the application is for a wireless facility proposing to locate on a utility pole, streetlight pole, or traffic signal pole.

(3) When collocation on an existing personal wireless service facility is not feasible and a new tower is proposed:

(a) An applicant’s site plan shall show a reserve area for potential future providers’ equipment near the base of the applicant’s tower; and

(b) The site plan for towers in excess of 100 feet must propose the height and ground space for a minimum of two additional providers, while the site plan for towers 100 feet or less in height must propose space for a minimum of one additional provider.

(4) To provide further incentive for collocation, an existing tower may be modified or rebuilt to a taller height, not to exceed 20 feet over the tower’s existing height, to accommodate collocation without new or additional conditional use permits or administrative conditional use permits. The modified or rebuilt tower is subject to the other provisions in this chapter.
