Where the parking requirements for a use are not specifically defined in SCC Table 30.26.030(1), the department shall determine the parking requirements for the use. The determination shall be based upon parking requirements for comparable uses and comparative data as may be available to staff. The department may require the applicant to submit or fund a parking study prepared by an independent consultant with expertise in parking demand analysis. Such studies may be required to review or provide estimates of peak parking hours, parking space demand, parking space turnover, and to relate or distinguish the proposed use from the uses selected as comparable in the parking analysis.
