A plan for a specific watershed adopted by the county council, the Department of Ecology or a department supervised by the county executive. A plan may include, but shall not be limited to, voluntary, educational, structural and regulatory approaches to source control program strategies, program goals, and recommended actions. Such plans include, but are not limited to, plans developed under the following authorities:

(1) Watershed plans developed under chapter 90.82 RCW;

(2) Salmon recovery plans developed under chapter 77.85 RCW;

(3) Watershed management elements of comprehensive land use plans developed under the Growth Management Act, chapter 36.70A RCW;

(4) Watershed management elements of shoreline master programs developed under the Shoreline Management Act, chapter 90.58 RCW;

(5) Nonpoint pollution action plans developed under the Puget Sound water quality management planning authorities of chapter 90.71 RCW;

(6) Shellfish Protection plans under authority of chapter 90.72 RCW;

(7) Other comprehensive management plans addressing watershed health at a WRIA level or sub-WRIA basin drainage level;

(8) A comprehensive drainage plan;

(9) A storm water plan;

(10) A lake restoration plan;

(11) A lake management plan;

(12) A flood management plan; and
