Any facilities, improvements, developments, properties, aquatic systems or interest therein, made, constructed or acquired for the purpose of controlling or protecting life or property from storm, waste, flood, or surplus waters, or for the purpose of protecting water quality. Such facilities shall include, but not be limited to, the improvements and authority described in chapters 86.12, 86.13, and 86.15 RCW.
