No person shall solicit, sell or peddle any goods or services, or circulate any commercial handbills or circulars, or post signs or notices of any type within any county park except after prior written concession permit or agreement by the executive; PROVIDED, That nothing herein shall prohibit patrons of a county park from posting notices containing information relative to use of park facilities on bulletin boards or similar devices provided by the board for such purposes.
