The director of public works and his agents, in the performance of their functions and duties, may enter upon any land, public or private, in the county to make examinations, surveys, locations and appraisals for county road purposes. Said entries shall not be performed in such a manner as to do damage to the land or interfere with the use of land by those persons lawfully entitled to its possession.
