The department of public works is hereby directed, authorized and empowered to implement, or cause and manage the implementation of, all public works projects now or hereafter lawfully undertaken by the county and enumerated in this chapter, and to operate and maintain, or cause and regulate the operation and maintenance of, publicly owned properties, systems and facilities which are a part of such public works projects.
