(1) Except for joint meetings of the county council conducted, either in whole or in part, with other county departments, cities, towns, counties, agencies, or jurisdictions, the county council shall conduct administrative sessions, general legislative sessions, committee meetings, as described under SCC 2.48.020 and SCC 2.48.170, and public hearings in conjunction with a remote meeting platform. Any other meeting, including, but not limited to, joint meetings, where a majority of members has voted by motion to proceed in conjunction with a remote meeting platform shall be conducted in conjunction with a remote meeting platform. Use of a remote meeting platform shall be subject to the following requirements:

(a) The remote meeting platform shall be accessible to all members, to staff, and to the general public;

(b) Meeting attendees shall be able to hear what is said at the meeting;

(c) Meeting attendees shall be able to participate, including by being heard in the meeting when recognized by the member presiding over the meeting; and

(d) A member who is physically present must preside over the meeting.

(2) A member may choose to attend and participate in all or part of a council or council committee meeting by using a remote meeting platform, unified communications platform, speakerphone, or other similar form of communication provided by the office of the county council. A councilmember who chooses to participate remotely may take any and all actions that a member could take if physically present except no councilmember may preside over a meeting while attending remotely.
