(1) Pursuant to RCW 29A.16.040, RCW 29A.16.050 and RCW 29A.76.010, all precinct boundaries shall follow visible, physical features delineated on the most current maps provided by the United States census bureau except as provided therein. Pursuant to RCW 29A.16.050 and RCW 3.38.050, no precinct boundary may be dissected by a congressional district, legislative district, county council district, or district court district boundary.

(2) Precincts shall contain no more than one thousand active registered voters per precinct.
