The community services advisory council shall have the following powers and duties:

(1) Conduct studies, investigations and public hearings to determine the priority needs of Snohomish county’s low-income population including special studies of significance to human service issues.

(2) Review and recommend for approval an annual priorities plan for the community services division of the human services department.

(3) Recommend community services block grant program strategies that are responsive to the priorities plan.

(4) Assess the progress of community services division programs through quarterly review of performance.

(5) Advise the county executive and county council through the human services department on the allocation of community services block grant resources.

(6) Act in an advocate role in the public and private sectors in the interests of low-income population of Snohomish county.

(7) Maximize the extent and quality of low-income participation in the programs of the community services division. (Added by Ord. 86-076 § 2, Aug. 6, 1986).
